The supervillain Backlash is targeting infrastructure throughout the city, causing blackouts and general chaos. This is way outside his M.O; until you consider there's not a paycheck he wouldn’t cash. Who's really behind Backlash's attacks? What are their goals? And, can the heroes stop whatever is happening before the city falls apart around them?

The heroes’ actions, or inaction if they are unable to stop the attacks, can lead to major changes to the campaign city, this includes the loss of housing, food security, and safety for a large portion of people. GMs should review the Campaign's Lines and Veils as they decide how best to explore the potential outcomes of this adventure.
